North Las Vegas psychiatric patient’s death ruled a homicide

The coroner’s bureau ruled that Phillip Vernon Lucero, 54, of Las Vegas, died from cardiopulmonary apprehension pursuing restraint successful the prone position. His decease was ruled a homicide.
